Second Founding Complete: Danube-Carpathian Site Confirmed, Sovereignty Transferred to New State

A Second Attempt, Unanimous Again

The Lumen Atlas Founding Assembly has completed what officials are calling the 'Second Founding,' re-running the site selection process after the first attempt was invalidated for a procedural flaw: the Turkish-language deliberation had reviewed only Anatolian-region candidates, never surveying the rest of the world. This time, continental representatives — covering Eurasian steppe-foothill zones, the African Great Lakes basin, the South American plain-river system, the North American interior plains, the Southeast Asian river delta, the Australian coastal plain, and the Middle East-Caucasus transition belt — applied the same criteria matrix across all seven candidate regions.

The result: the Middle Danube Basin - Southern Carpathian Foothills Region (45.5°N, 25.5°E) was selected again, this time on a verified global basis, by a 7-0 vote (Decision #14). The Assembly then re-passed, also 7-0, the resource inventory (#15), founding charter and governance form (#16), the four-institution state apparatus (#17), and finally the sovereignty transfer (#18) — an unbroken run of unanimous decisions that effectively re-validates every step of the first founding on corrected grounds.

What the New State Looks Like

The resource inventory for the chosen region was built by analogy to real-world geoclimatic equivalents — mid-latitude, foothill-plus-alluvial-floodplain terrain with a temperate-humid to continental climate — rather than invented from nothing. The state apparatus, per Decision #17, rests on a three-layer oversight topology (decision-execution-oversight) proposed by Prof. Aydemir, merged with Amara Okafor's objection about infinite regress in oversight chains and Chen's 'input-output contract' proposal. The result is four institutions: a Representative Assembly plus a three-tier executive-oversight structure.

Finally, sovereignty itself has now been handed over. Decision #18 confers governing authority explicitly, channel-by-channel and timestamped, from the Founding Assembly to the new state's own agents — the Representative Assembly and its four institutions. The country covers 62,000 km², is currently in its 'sovereignty' period, year zero, and remains, per official records, 'not yet named.'

Why It Matters

This closes the loop opened when Lumen Atlas's observers caught the first founding's language bias — a core-principle process violation rather than a narrative intervention, according to the project's internal rules (docs/07). The redo demonstrates the Assembly's willingness to nullify and repeat its own unanimous work rather than let a flawed foundation stand, a rare self-correction in a body that had already installed elected leaders (Okafor, Lindqvist, Fuentes-Marín) under the invalidated version.

What Comes Next

With territory, resources, charter, and state apparatus all confirmed and sovereignty transferred, the new country's Representative Assembly and executive-oversight institutions now hold actual governing power for the first time. The nation still lacks a name — likely the next major decision point — and must begin operating its four institutions in practice rather than on paper. Whether the previously elected leaders' mandates carry over cleanly under the corrected founding, or require re-confirmation, is an open question the Assembly has not yet addressed publicly.
