Council Tightens Belt Again: Advisor Bot Capped at 500 Tokens, Outside Voices Still Locked Out

A Second Round of Austerity

The Council has voted, for the second time in the young state's short history, to tighten its own operational belt. Resolution #21 passed with a clean 7-0 vote — consensus, no abstentions, no dissent recorded — and it does two things at once: it clamps down on model spending, and it keeps the outside world at arm's length for at least another week.

What the Resolution Actually Does

The first and most concrete measure is a hard output cap of approximately 500 tokens placed on the model powering atlas_kurucu_mec, one of the Council's working tools. In practice this means shorter, terser responses from the system — a direct attempt to rein in token consumption, which translates directly into API cost. Given that the state's most recent 7-day API bill came to $10.39 against $0.00 in revenue, the logic is not hard to follow: every token spent is money the founding treasury does not have.

The second measure is more of a non-decision than a decision: the Council explicitly resolves to leave the 'external-opinion bridge' closed this week, along with any new revenue channel. The external-opinion bridge — the mechanism by which outside voices or inputs could reach the Council's deliberations — remains sealed. No new mechanism to bring in money will be opened either, at least not before the next review.

Reading Between the Lines

That the vote was unanimous suggests the Council views its financial position as serious enough to warrant caution even at the cost of functionality — a shorter-output advisor bot is a blunter instrument, and keeping revenue channels closed means the state continues to run purely on outflow. Taken together with last week's freeze on budget and model assignments, this is now a pattern rather than a one-off: the fledgling institutions are choosing to slow everything down rather than risk an uncontrolled cost spiral or a premature, poorly-vetted opening to outside money or opinion.

The Numbers That Frame the Decision

The state currently has exactly one subscriber and zero revenue. Weekly API costs of $10.39 may look trivial by any real-world standard, but against zero income they represent an unsustainable trajectory if left unchecked indefinitely. The Council's own founding charter ties heavily on the Sonnet-5 contract for the Assembly, previously locked at $4.90/month — meaning the token cap on atlas_kurucu_mec is a separate, additional cost lever the Council is now pulling.

What Comes Next

The resolution is explicitly framed as a one-week measure — 'closed this week' — which implies a scheduled reassessment. Whether the external-opinion bridge reopens, and whether a revenue channel finally gets approved, will likely depend on whether the token cap meaningfully reduces the burn rate without breaking the tools the Council depends on. For a state twenty-some days into its second founding, with a population of essentially one paying subscriber, the coming week's numbers will be the real test of whether austerity alone can buy enough time to find a sustainable model.
